PPRA Compliance Checklist for IT Vendors

Everything to confirm before you submit a government IT tender in Pakistan — eligibility, bidding documents, technical proposal, pricing, and grievance rights.

Before you start: PPRA rules are federal. If you're bidding at the provincial level, confirm whether Punjab's PPRA, Sindh's SPPRA, KPPRA, or BPPRA governs the specific tender — each has its own rules and standard bidding documents.

1. Eligibility

  • Confirmed you (and any joint-venture partner) are not blacklisted or debarred
  • Verified registration requirements: SECP, NTN/tax registration, EPADS vendor registration
  • Confirmed sector-specific certifications are current (ISO 9001, ISO 27001, PSEB where required)

2. Bidding Document Compliance

  • Identified single-stage vs. two-stage/two-envelope bidding, and kept pricing sealed separately if required
  • Gathered all mandatory eligibility documents: registration certificate, tax registration, non-blacklisting affidavit, beneficial ownership declaration
  • Confirmed bid security type and amount, and prepared the correct instrument (bank guarantee / pay order)
  • Confirmed submission deadline, format (electronic/physical), and delivery location

3. Technical Proposal

  • Structured the proposal to mirror the SBD's evaluation criteria, section by section
  • Backed every capability claim with a completion certificate, reference letter, or signed contract extract
  • Matched key personnel CVs to the SBD's stated qualifications, in the SBD's own language
  • Stated data compliance and hosting posture explicitly for public-sector/citizen data

4. Pricing

  • Priced to a defensible number — not a number that risks an "abnormally low bid" review
  • Confirmed what's included in the quoted price (support, warranty, training)
  • Confirmed currency and tax treatment (inclusive/exclusive) matches the SBD exactly

5. After Submission

  • Understood that post-award negotiation is generally limited to implementation details, not price or scope
  • Know the grievance/review petition process and its filing timeline in case of rejection
